This is an 80W peltier with bare leads with the suggested use for video card peltier coolers. Using the peltier cooling effect, one side gets very hot as the other side gets freezing cold. Ideally used for water cooling as water cooling can keep the hot side of the the peltier from burning out the entire unit.

A well-made product, but not as cold as I thought.

I just bought this for an electronics project. Construction is of velvet-smooth ceramic with white silicone sealant. Leads are pre-tinned. It feels like a high-quality product.
The hot side gets extremely hot. I mean: do not turn it on to even test it without a heatsink, and do not leave it on without a fan.
The cold side is pretty cold, but not as extreme as the hot side. You could cool a small, insulated box but no more than that. It does not cool the air inside an uninsulated cardboard box. You will need insulation if you are buying this as a project cooler. I will be abandoning this model and moving to a higher-wattage TEC.
Condensation was excessive. Plan to deal with that.
