They are for converting a 3 pin fan to a 4 pin power connector for two reasons: 1) You are afraid to draw to much power from your motherboard. 2) You ran out of CPU fan headers. Handy adapter to have. Allows for you to bypass the 3 pin connector on your motherboard so you can plug your 3 pin fan directly into the power supply.
